5. Mr. Duncan - That the House recommends that notwithstanding any Standing Order or prior recommendation of the House, the Speaker conduct the proceedings of the House during the 38th Parliament as
follows:
The Speaker should exercise his discretion to permit questions as follows:
Official Opposition - 1 question and 2 supplementary questions
Official Opposition - 1 question and 2 supplementary questions
One Independent Member - 1 question and 1 supplementary question
Followed by a rotation of:
Official Opposition - 1 question and 1 supplementary question
Government - 1 question and 1 supplementary question
Official Opposition - 1 question and 1 supplementary question
Government - 1 question and 1 supplementary question
One Independent Member - 1 question and 1 supplementary question
repeated thereafter;
And that there shall be 4 Members' Statements allotted to both the Government and the Official Opposition and 1 Members' Statement allotted to an Independent Member, with the rotation as
follows:
Official Opposition; Government; Official Opposition; Government; Independent; Government; Official Opposition; Government; Official Opposition;
And that in exercising his discretion with respect to the practice of rotation on debates pursuant to Standing Order 24, the Speaker adopt the following rotation:
Following the Lead off speaker for each recognized Party:
Government, Official Opposition, Independent Member, Government, Official Opposition and then repeat the rotation;
And, in debate governed by this Standing Order any Independent Member may divide his or her time among any other Independent Members;
And that following ministerial statements and the comments of the Official Opposition an Independent Member or Members may comment for up to a total of 5 minutes;
And that no more than one Independent Member shall be entitled to 1 of the 5 Sessional days known as Opposition Days and that 15% of the time available for debate under Standing Order 42 shall be
allocated to Independent Members with the time remaining apportioned equally between the recognized Parties; and if the mover of a motion under this Standing Order is an Independent Member the time for a reply shall be included in the
time allocated to Independent Members;
And that in any session, not more than one Independent Member shall be entitled, upon proper notice, to one of the three motions of want of confidence in the government and debate time on such a motion
shall be apportioned in the same manner set out in this motion for Opposition Days;
And that with respect to the time available for debate on
Time Allocation motions (S.O.46);
Concurrences (S.O. 62);
Supply Act ((S.O. 63) and
Interim Supply (S.O.66),
