Election of Chair

The Clerk of the Committee (Mr. Christopher Tyrell): Good morning, honourable members. It is my duty to call upon you to elect a Chair of this committee.

Do I have any nominations? MPP West.

MPP Jamie West: I’m nominating MPP Armstrong to take the Chair.

The Clerk of the Committee (Mr. Christopher Tyrell): Does the member accept the nomination?

Ms. Teresa J. Armstrong: I accept. Thank you, to my nominator.

The Clerk of the Committee (Mr. Christopher Tyrell): Are there any further nominations? Seeing none, I declare the nominations closed and MPP Armstrong elected as Chair of the committee.

Appointment of Vice-Chairs

The Chair (Ms. Teresa J. Armstrong): Good morning, everyone, and thank you for electing me as Chair for this committee. I’m glad that you were able to put your trust in me, and I will do the best job I can on this committee.

Standing order 119(e) states, “where the Chair is a member of the official opposition, the First Vice-Chair shall be a member of the party forming the government and the Second Vice-Chair shall be a member of a recognized party in opposition to the government other than the official opposition....”

With that, it is my duty to call upon you to appoint a First Vice-Chair. Is there a motion? I recognize MPP Allsopp.

Mr. Tyler Allsopp: I move that MPP Laura Smith be appointed as First Vice-Chair of the committee.

The Chair (Ms. Teresa J. Armstrong): A motion has been put forward for MPP Laura Smith. Shall we debate the motion? Seeing no debate, are the members ready to vote? All those in favour, please raise your hand. All those opposed, please raise your hand. Seeing none opposed, the motion is carried.

Congratulations, Laura.

I now call upon you to appoint a Second Vice-Chair. Is there a motion on the floor?

MPP Jamie West: I move that MPP Hsu be nominated as Second Vice-Chair.

The Chair (Ms. Teresa J. Armstrong): A motion has been moved that MPP Hsu be Second Vice-Chair. Is there any debate? Seeing none, are the members ready to vote? All those in favour, please raise your hand. Any opposed? The motion is carried.

Appointment of subcommittee

The Chair (Ms. Teresa J. Armstrong): The next item on the agenda is the appointment of the subcommittee on committee business. Is there a motion on the floor?

Mr. Tyler Allsopp: I move that the subcommittee on committee business be appointed to meet from time to time, at the call of the Chair, or at the request of any member thereof, to consider and report to the committee on the business of the committee;

That the presence of all members of the subcommittee is necessary to constitute a meeting; and

That the subcommittee be composed of the following members: the Chair as Chair, MPP Laura Smith, MPP Tyler Allsopp and MPP Jeff Burch; and

That substitution be permitted on the subcommittee.

The Chair (Ms. Teresa J. Armstrong): I’ve been advised that it’s one member per recognized party, so we’ll have to revise your motion to have one MPP from the Conservatives, one MPP from the NDP and one MPP from the Liberal Party.

Mr. Tyler Allsopp: Would you like me to reread the whole section or just that portion?

The Chair (Ms. Teresa J. Armstrong): I would prefer you read the whole section.
